He is a pianist, keyboardist, composer and arranger. Totsuka graduated from the Department of Politics at Keio University.

He studied music with Hayashi Masahiko, Kitagawa Yuu, Watanabe Sadao and Fujii Sadayasu. In the '70s, after leaving school, he worked with Yagami Junko (famous J-pop singer) as an arranger. Together, they made a hit record "Omoide wa Utsukushisugite". In the '90s, he worked as an accompanist for Graciela Susana, Amano Noriko, Katou Kunihiko, and worked with a number of chanteuse, jazz singers.

Totsuka is a member of Japan Composers & Arrangers Association (JCAA), and a regular member of Japanese Society for Rights of Authors, Composers and Publishers (JASRAC).
